Over the last seven years a number of Collaborative Leadership Programmes have helped to inform and shape collaborative activity across the Sub-region. An initial three-year programme, which ran between 2011 and 2014, was aimed at aspiring middle and senior managers, within our partner organisations. It successfully embedded a number of useful elements so that 150 participants were able to enhance their leadership skills and behaviours. A useful and popular element of the programme was the “masterclass” approach. Learning from this initial programme, the Collaborative Leadership Masterclass Programme ran between 2015 and 2017, engaging over 400 middle and senior leaders in a variety of leadership development and networking sessions. The objectives of the Masterclass Program were as follows:

  • Increased knowledge and understanding of the latest developments in relation to public service transformation and the Cheshire & Warrington Sub-region
  • Discover what the Sub-Region can do to support greater collaboration in order to benefit from opportunities and address any challenges on a range of topics
  • An opportunity to network with peers and hear from recognised experts in the field; bringing together influential and inspiring speakers
  • Find out about good practice and success stories, target barriers, identify quick wins and scope longer term opportunities for the Sub-region
  • Focus on topics that are relevant to the current transformation agenda and help facilitate a multi-agency approach to service delivery


The 2015- 2016 Programme consisted of the following five Masterclass sessions:

  • Evidence based practice
  • Systems Thinking
  • Creative Thinking
  • Adaptive Leadership
  • Behavioural Insights and Nudge

The 2016 – 2017 season delivered the following seven sessions:

  • Applying Creativity and Innovation
  • Revolutionising Services with Digital
  • Corralling Data and DataVores
  • Commissioning for Social Value
  • Becoming and Agile Organisation
  • Narrative as a Systems Leadership Practice

Moving forward, we have drawn on learning from our Collaborative Leadership and Masterclass Programmes, combining them with learning from our Cheshire and Warrington Commissioning Academy initiatives, to create the next iteration of leadership development: the Cheshire and Warrington Commissioning and Transformation Network (CaTNet).
